The zombie is a mob without any area attacks correct? Well if so, and the Necro isn't autoassisting, it is not a crime. A rager is requesting a item from a mob and the mob refuses. Thats that. Necros, perhaps you shouldn't sit in market square.
Now if it would have lead to the necro autoassisting somehow against the rager, you would flag the rager.
