Your playing a role here. There's a reason why Arbiters can't attack mobs that live in cities, and it's not because it was arbitrarily written on the pillar. It doesn't make sense for an Arbiter to make a deal and break it after taking their item any more than it does for Arbiters to kill shoppies or otherwise disrupt town. Arbiters are held to a higher standard then what will get you flagged.
I further resent this because I always used the fact that I was an Arbiter to get people to trust me when making a deal, and that trust was not misplaced. I would never consider screwing them because it would not only make me look bad, but he would probably never trust another Arbiter.
