The imms decided that a lich revealing himself, which forces someone to do something they dont want to do with an area affect is *not* a crime. So a lich can stand at outside a gate, reveal, forcing everyone onto the outskirts, and kill you, and it's not a crime.
And plaguing the entire city was determined by the imms to *not* be a crime, even though it gave the plague to the entire city. (Istendil, with a phylactery)
