umm one problem here, successful arbiter and arbiter are not one and the same
i can step out of the NE gate of galadon and not be found by arbiter heroes
arbiters typically don't know much, they are not an elite cabal, and currently the fashion is NOT to hunt criminals
arbiters seem to sit and wait for them to come to galadon or if they do hunt they go in packs of 12.
(and if the criminal comes to galadon, some arbiters don't even do anything, they just stay Duo, *coughSTELLYXcough*
