Yes, Arbiter is micro-managed. Even a Lord can't sneeze without approval from an Immortal. When Saagkri wanted to change a policy because the Warders were utterly destroying Arbiter, he wrote scrolls to ALL the Arbiter Immortals asking if he had the authority to do so. He didn't even get a response. I guess they were too busy laughing at a Lord who actually wanted act like one and stop the slaughter of his men. Well, after days, I took their silence for approval, and posted the below note, within 5 minutes, I was told by an Immortal to remove it and that I basically had no power. I do know how you feel. I was removed as Lord (and from Arbiter) because I went against the pillar to return some gear to Alfonse. The Imperial war had ended, and Justin had said that "It's up to the Lords to set the terms for a lasting peace..". I soon learned that that was just useless rhetoric. But since Alfonse was a hardened criminal (like every other Imperial back then), so I was going against the pillar and was removed by Astein and Jaldean. Yes, the pillar is enforced arbitrarily. According to the pillar, if you are invis and flag someone, you should be removed. And yes it is rediculous that there have not been (and are not) any mortal Elders or Lords for so long. I was not suprised when I read the log of that 70 hr old tranny who hadn't even had an interview yet. I would not have his patience. Perhaps if the Lords had any power whatsoever, more people would strive to be one. Look at all they give the Emperor and sect leaders to motivate people to strive for leadership. I am not suggesting special powers, just let him make leadership decisions. Even when Saagkri was on, Astein would handle everything like he was still a mortal Lord. Arbiter might as well let Immortals flag and hunt people, then they wouldn't need any mortals at all. Anyway, here's the note. And I firmly believe that this moment marked the decline of Arbiter. Yes, the IMperial war saw the destruction of many Arbiters, but we had new ones comming in as well. But having Voss, Rozanov, and a few air majors that could hunt you and that you could NEVER hunt was just too much. note + in their cabal. As always, Arbiters may use their special guards while
note + performing such Arbiter duties. If our Elder holds the sapling, any Warder
note + can attempt to retrieve it without fear of being flagged, but if any enter
note + our hall for any other reason, you will be marked a criminal.
note + Arbiters will not use their special guards to attack any Warder who is not
note + a criminal.
note + Sylvan Warders may defend the grove without fear of being flagged, but if
note + you attack an Arbiter with his special guards outside of your cabal, you

note + Arbiter is not at war with the Sylvan Warders. This is a step being taken
