Hand to hand average increases as you go up in level.

And Tweedster below is incorrect... damage is modified if you are wielding a weapon whose level is higher than yours, yes. Compare the damage a level 25 will do with a dagger of death vs. a jewelled dagger, or even something like a sword of honor vs. a jewelled broadsword. Higher level characters will always be getting full weapon damage from the weapons they use, so it seems like they hit harder overall.
