What are the requirements for Arbiterhood, specifically, are there any level restrictions such as the >15th rank needed for Empire? Is there a max level that you can be inducted at? With the dearth of Arbiters seen recently, perhaps there should be a new note posted with up to date contact and requirement info for recruiting purposes.
