perhaps a third group?? i always thought there should be a 'seek and destroy' group of arbiters... a very small, select group that hunted down those wanted (similar to the U.S. marshalls in the old western movies).
possibly this would be like a promotion in rank (that way you could screen the characters first, because i envision this as being a law-abiding, powerful few). Maybe even have them non-aggressive.. never pk'ing unless
they are attacking a wanted person or defending themselves.
