The RP for this cabal would have to be bulletproof- you slip, you're out. It would rely on the members staying honest and free of corruption. A challenge to the CF community? You bet. Cool? I'd roll one up in a second. These guys would be allied with Dawn.

Still, they would treat the NPCs as they do the PCs, and any of them caught actually breaking the law (not just manipulating it), would be booted quickly. Fun? Ruling with an iron fist has its appeal.... These guys would likely be allied with Empire rather quickly.

The goodies might view someone "WANTED" in Udgaard as a persecuted refugee, more in need of asylum than extradition. The evils might view the opposite case as "out of my jurisdiction.. not my problem what you did over there." Separate items, and they would likely be at war with each other at times, or at least rather unfriendly.
