The RP for this cabal would have to be bulletproof- you slip, you're out. It would rely on the members staying honest and free of corruption. A challenge to the CF community? You bet. Cool? In a day, they'd feel like the worst part of your local big city. Hierarchy would be strictly by rank- the more powerful members could boss around the weaker ones. Their powers would be useful in hunting and killing criminals, but be weaker overall than the above cabal, because they would have more flexibility. Still, they would treat the NPCs as they do the PCs, and any of them caught actually breaking the law (not just manipulating it), would be booted quickly. Fun? Ruling with an iron fist has its appeal....
