When a cabal is down, that doesn't mean it has weak powers or needs beefing up or added powers. Just because *AT THE MOMENT* empire has fewer members than ordinary, doesn't mean the cabal itself is weak. Empire *can* have lots and lots and lots of members. That's one of its main, if not THE main power of the cabal. EVeryone needs to roleplay, but the requirements of a good individual role are far less to join empire. The leaders are encouraged to induct smart, medium and stupid people, it doesn't matter (and by stupid remember I mean the char seems stupid, not that the player necessarily is). All can be inducted. The stupid are cannon fodder and the smart are useful and perhaps future leaders.

On the other hand, other cabals have higher individual requirements. You can roleplay a complete idiot. You can roleplay him well. He would be denied from joining masters. Masters are supposed to be smart. That doesn't mean the *player* is dumb, it means the role of the char is dumb. Each cabal has individual character requirements, and thus are limited in who they can induct, are selective, etc. Empire is not. It inducts masses and just anathemas or kills off those that don't do enough to support themselves/the empire.

So just because the empire has fewer people *now* doesn't mean the cabal is weak. It means the leaders haven't been inducting. It means the player base has been choosing to play other cabals. It means the pendulum is moving, as usual.

Empire does not need extra powers.
