Octavia was not a fantastic arbiter, if only because she wasn't very good at tracking. Kantherion was a superb arbiter, Canopus, Stellyx, and Justin were as well. Most hated arbiter was probably Angelica, maybe Golmagus. Best time period for arbiters was the Kantherion/Angelica/Mahaira/Dekker/Woru/Llengyl/Truzenwhatshisface/Stellyx time period right after Justin immorted. They weren't all members at the same time but they were all in that same general span of several months. Always seemed to have their shit together and it was a time when there was very little evil in the arbs and they were generally respected. Worst leaders: Angelica was a bitch, I remember her threatening to mass uninduct like 3 or 4 arbs when she found out that one member in a party of like 15 hell spelunkers was a hardened criminal who the arbs were travelling with, that was funny. Best Leaders: Stellyx was the man
