It's something to do when the trains would otherwise go to waste, but 10hp is just not as nice as a point on your attributes. Many maledictions work by penalizing your attributes, I believe saving throws are based on them to some extent, and several excellent items of gear lower the occasional attribute. All abilities hit ceilings at the limits given on the Race/Class table, given on this page. No amount of gear can push you past it. If your strength is maxed, however, you can still benefit from +str like the bronze belt- if someone uses an attack that lowers your strength, the modifier is still there. So if you had Str 18, and wore a bronze belt, and an assassin drop your strength by 4 with kotegaeshi, your new strength would be 15, not 14. Fighting classes need to keep their strength high, both for damage, and more importantly, to wield heavier weapons.
