As a drow you have the advantage of sneak, which when combined with duo-dimension basically makes you undetectable to anyone. I would suggest that you get more "bang for your buck" by going arcane with a drow that by going as a shifter. As for masters or empire, I would say that depends most upon the role you are trying to play. An arcane muter can fit well into both cabals. As a master you will gain transform and scourge (as well as the other odds and ends), but lose a lot of your freedom to cause havoc. As an imperial you will gain volley and centurions (and evoke), which will help you set up traps where-in to use your hold, but will have to watch your back much closer, and fight a larger number of enemies. If I were you, I'd go imperial though. With duo you can easily eliminate most reasonable chance of becoming anathema, as no one will know if you are there or not. When I played an imperial I hid from my own cabal more than my enemies. ...Rome...
