Also, at this time, on page 10 of this forum, is an ANNOUNCEMENT by a Citizen (Msg titled "Wanted Flags", that Empire was taking over. Interesting, I must have made a BIG splash with my post, sure, I must have ruined that Empire secret. My original post still stands.

If Empire IS handling the laws of thera now. How can the do that without additional powers?
