I've noticed a trend while practicing that the chance of improving does not seem completely randomized. Two things you can take advantage of:

1) Things seem to go up more efficiently soon after login.
2) Things also tend to pick up if you move from area to area a lot.
3) Things come in bunches. If you cast a random spell, and it goes up on the first try, try a few more spells then and there if it is practical.

All of the above are total hearsay, and may indeed be false.

More accurate information:

4) The rate of improvement will slow somewhat as you near 100%. Don't get frustrated.
5) If you can postpone practicing something until you can get meditation/trance/(Tome or Magical Control), do so. It will save time.
6) Don't let your mana sit at 100%. It's the only way to "practice" meditation/trance.
7) Don't overspam. Someone may talk to you, or worse, realize that you are spamming some silly spell and bash you to death.
8) Practice in remote places. Not even your guild is 100% safe- they can be opened, or someone of the same class can kill you.
9) Even though you're in a remote place, type "where" like a crazy person.
10) If the spell has a target, try a bunch of different targets. Does it do anything extra useful against flyers? Certain races? Can it bring hidden/camoed foes out in the open? Does it lag your target? Does in work differently indoors and outdoors?
11) If you cast the spell, and another mob is around, does it initiate combat?
12) Where possible, wait until a spell's mana cost drops to a minimum before practicing it.
13) If the spell saves your ass (teleport, word of recall, etc.), ignore #5 and #12 and perfect it ASAP.
14) For less critical spells (detect invis and such), ask yourself "Does this matter, or can I just let it go up as I adventure?"
15) If you're a bard, drink like a fish. =)
16) If you aren't paying mana, you won't improve. Try it another way.
17) Some spells (faerie fire, etc.) can be spammed onto naturally sleeping mobs without waking them. Much easier than fighting.

That's all I can think of for now. Anyone else who wants to add on... please do so. I'm no expert, and would love to hear your tips.
