Way back in the days, the rager cabal was no magic. Because it was no magic, the general rule of thumb was that if the item in question attempted to do something "unsuccessfully" in the cabal then it is illegal for a rager to use. Strange bracers work fine in the cabal. Therefore, a rager could use the strange bracers. You can pretty much imagine which items are not allowed and allowed.
