The Arbiters will return when the three aligments can gather and convince the Arbiter Immortals they should join the pieces of the book and that those who gather are capable of enforcing a balanced law. So if you want them back then roll up a char that is Lawful and look towards your respective Arbiter Immortal. Hrm...don't quote me on this though, my sources aren't to dependable. I'm posting because it makes sense. There'll likely be a bit more to it than that but it's a start.
