Make the knights elite, require the rp, the code of honor and the attendant conduct, and have force duel be a power for all members. It will be a small, but demanding cabal. With force duel they can make every fight one on one, and the problem of being the enemy of the tower, etc, is partially reduced.

Yes, it's quite powerful. But that's why you limit it to a cabal of rather few people, people who really roleplay constantly and consitently. The characters would be strong, but they would deserve it. And given the restrictions on force duel -- can't be done in battle, heals up both of you before the fight starts, etc -- I dont think it is too insane.
