There is nothing empowered about playing a transmuter. Now a master stands more to lose than a normal one, because if he does the gods wrong and gets uninducted he loses all his mana, and lets face it, a mage without any mana is useless (look at all that either deleted, or con deathed themselves once removed from masters) I myself am a master and personally think the lifting of the non aggression policy makes this whole situation possible. But in all reason I agree with whatever immortal told him to perfect his spells. It seems a fair pentance to pay for it. Transformed air major seems a bit unstoppable in all reality. Especially if he perfects those spells.
