The Rule as I see it has two parts.
Both of wich need to be satisfied for it to be against the rules.

1) Grouping with the same people a great majority of the time.
--->this is the one everyone is writing about, and they say ic is ok, ooc is bad, but they are forgetting the second part.

2) This grouping leads to the detriment and Exclusion of rp outside of the group.
--->Wether ic or ooc, wether backed up by rp or not, if it does this, it is just plain wrong. BUT, that also means that ooc groups that have an rp to back them up, that DONT break this second part are ok.
