Well I must say he played his role well ... He stuck by his deal in so much as if he had got you items he would have had to give your eq back that is if he was Lawful Evil which you don't know yourself. But he didn't even get your items so the deal was broken right there and a loop hole formed in your little contract that he could get out of. The thing is I thought looting a corpse in town was a crime and a Lawful G/N/E person would have hunted that person down for breaking the Law straight away... What do you do? what do you do?
