And you just know people are going to rank into their teens, perfect their defenses, make a quick rounds of every area in Thera that they can run to... and maybe grab a hero buddy to take them into the rest that they can't visit alone... and boom.

In answer to your question, yes, you would get all you qualify for. So at 100% you get everything. However, 100% in this skill would be the equivalent in difficulty to gathering all your lich items. I'd say the break down should be something like this:

15 markers in non-aggressive areas that are out of the way (Arial City, Jade mountains, Under the ocean, FON, and so on) - 1 per area

15 markers in areas that are dangerous, but that you can get in and out of without too great a risk. (Tower of high sorcery, Dylan’s Area, Arboria, and the like) - 1 per area.

30 markers in areas that are down right dangerous, and/or very hard to find (Tower of Dragons, Drow City, Coral Palace, the Pyramid, and SL)

80 markers distributed between areas that are truly adventures to visit (Thar Arcadia, the slave mines, elven vaults, tower of trothen, and hell)

I would think that the easiest way handling these points would be to make these markers invisible creatures (wiz-invis), that wander around the area. If the leader of a party is an adventurer (or he is alone) and he enters the room with the marker creature, it gives him his 1% and exp bonus, then disappears until the area re-pops. That marker would then no longer help that particular adventurer. If the adventurer was following someone else, he’d never know the marker was there.

It’s not perfect, but it’s a start.
