I think there should be good eq at both, but expensive. Buying those leggings you've always wanted can be as thrilling as ranking! Also since almost any level in the game can use almost any eq take the standards off in the shops. A newbie won't be able to afford the good stuff and gold would be useful again.
For a long time I didn't really see the point of gold either, other than to buy food. I think the primary use of gold is to pay off a healer, which I seem to be doing more and more of lately. It's also useful to get past Centurions or make donations if you're Empire. And of course there's potions/pills you have to buy from the apothecaries.
