Both are good. I personally prefer elemental touches because
- they do more damage than even a good mace does
- can't be disarmed
- could be used against some kind of vulnerability
- increase some of your spells effect

Just don't forget to renew them when needed.

Mace is good when it has something on it or when you fight someone with no mace skill.
