That only will work if the person is not already in combat. If you're in combat already, you can't wear anything except weapon, shield, light, or another held item. If you try, you get the message, "You can't get dressed while fighting!"

If that person is just standing there and you're getting ready to attack them, it might work if they leave their trigger active even when not in combat. Some people have quick activating triggers and they don't turn them on until they might be needed (right after they attack/get attacked)
