This is straight from written documentation in the arbiter cabal.

1 - Hear the yell. Make sure it is not fake, and that you are vigilant.

2 - Mark the criminal as WANTED.

3 - Ensure that the criminal is in the same room as the victim. Beware of dopplegangers. (See the book on ENTROPY.)

So you see you friggen retard, if you're vigilant and you hear the yell the flag is placed and the investigation comes after.
