For example....

say you level from 29 to 30 and now you need 10k tnl. If you rank a bit more and now need 5k tnl, you'll have a slightly higher PK range than you did before. If you then die a mobdeath and need 20k tnl, you'll have the same PK range as you did at the start. If you die 10 more mob deaths and need 120k tnl, you'll still have the same range you did when you needed 10k tnl.
