Criticizing the leader of Sylvan as being a "fake" Pikel IN THE GAME is just utterly foolish. That's just a cut above "dude, my keyboard keeps sticking since I spilled this soda in it." Taking a statement that is profoundly and thoroughly OOC and trying to somehow translate it lamely into IC terms does little to redeem the flawed point itself.
Now, about Pikel.
I interviewed Pikel when he was applying to Sylvan, and he was, honestly, a cut above every other applicant I dealt with. I didn't read the relevant book(s), and thus didn't know about the quasi-plagiarism, but even if I had, it wouldn't have altered my opinion on the matter. Is he disruptive to the game world? No. In a world where you have the White Tower, Moria, and Arkham, there's no reason why you can't have the occasional other fantasy-sourced character either, provided the role-play is handled in a way that fits into the existing CF world.
Here's something else that people are missing. Pikel's player is obviously not abdicating all creativity by playing this role. He's taking a basic background and personality and transposing it into the CF world. I've not read the book, true, but I'll be highly surprised if the Pikel in the book becomes the leader of the "Sylvan Warders" protecting the wilderness of Thera from encroachment by defilers such as the "Masters" and the "Empire".
