I'd go with whip/flail. You get great utility stuff, and it is at least partially dex based. With your 19 strength, having a lightweight secondary weapon is a nice plus. You will get your offense and tanking ability from the swords, and just switch to these to open combat (choke/strip), keep someone from fleeing when you know you have them beat (entwine), break up groups (especially necros- pull), or just blind someone long enough to get away (eyejab gives 2 or 3 hours at hero).
Axe and mace don't shine unless you have the strength to wield the heavier ones, and make the most out of the special skills.
Polearm and staff/spear would both be fine, but they do the same jobs as swords in many situations- help you tank, occasionally chip in damage, etc.
If whips and flails aren't your speed, hand to hand is the runner up. Stun is a lifesaver. Ironhands is useful when your opponents do what they should be doing- get your swords out of your hands. The other skills are useful in the right situations, but not as cool as the first two.
Dagger gets the bronze, although a lot of people like them more than I do. They can deal a lot of damage, but they open you up for a lot of damage back- both through the autohits and poor parrying. Arials do the skills well, but will have problems with taking lots of damage (18 con, no resists).
