I think the Master/Empire relationship tends to stem from just having common enemies. Both are at war with Sylvan and Battle, and would be hard pressed to maintain a third major enemy. Some die hard Masters will say it's because Empire's afraid of getting their ass kicked, but remember last time the two fought Masters had several high level Conjurers during the obscene power level days of Nightgaunts... :P
