A phylactery is a small box worn by rabbis that contain hebrew texts that are used in prayer.
The reason you see the word on the forum is that on CF this word has been adopted to refer to small boxes liches use that contain the essense of characters they kill, thus allowing the lich to use a power possessed by the deceased.
