Thieves and assassins are incredibly hard to get in (the one assassin they have considers himself a woodsman, not an assassin), because both are based in city, civilized skills. Thieves especially are a city creation, not generally working in nature (though it can be done). And it's not the only cabal that places restrictions. These restrictions are logical opposites to the restrictions of Arbiters and Empire (no rangers and druids), because of the nature/civilization struggle.

Conjurers are also not allowed to my knowledge, for different reasons. The way it was explained to me was that conjurers summon their servitors away from the planes which they naturally live on and imbalance the nature of those planes and this one. Another explanation is that a conjurer spends much of their time researching other planes rather than focusing on the nature of this one. I'm sure someone else could explain it better, however the fact is still that this could probably be roleplayed past if you could make a role which fit.
