A Master Lich gets scourge and transform. The new transform is only marginally more useful than barrier, but scourge is quite useful. You also become bound by non-aggression, and must defend/raid for the Orb even if the situation is quite perilous. Tome may help you prepare for the Becoming, but isn't so useful now, is it?
An Empire Lich gets a ton of help with summoning tricks. Power of the damned is nice. Black circle is obviously good. If they can use dark feast (liches don't eat, or are corpses kosher?), a little healing goes a long way when you have tons of damage resistance to back it up. You also get centurions, which are very useful for keeping your prey in one place long enough for you to crush them.
Also, I've said it before, I'll say it again: Query doesn't suck. And since you're a lich, you are probably Dreadlord, and you have lil' minions to help those gate guards tell you what guild that Paladin is hiding in, with his finger on the logoff button. (When was there last a real good Paladin?)
So the trade off is: A Master Lich gets two useful powers, once the fight is joined, but the Empire Lich gets a lot of useful powers to make sure the fight is joined on its terms.
As far as Scarabs... hard to say, but certainly better than [NONE]. "Cabal channel" alone is a useful power.
