I am not sure how this would be overpowered especially if it had a fair chance of being detected. I think I see about Cabal talk, just spy on a young memeber, well that is simple to fix, Cabal talk can only be heard if you are in their PK.
What's the use of having a spy ability that is virtually useless.

It is almost useless, most people do not speak, if they are in galadon you can hear those goofs yelling, but anywhere else almost nothing is heard. It is practically useless unless you are hoping to catch someone telling a young person that they should get there own things instead of begging from them.
