You're bitching about Arbiters doing the right thing and saying they aren't following the spirit of the law, but they are actually following the spirit perfectly. You see, you have a problem with the game mechanics here, not with the way Arbs do their laws. Arbs hear yells when you attack someone. If an Arb is in town and can hear the yell, they need to place the flag. Plain and simple. The true "solution" to your bitch (that doesn't need to be fixed) would be to make the rooms labelled 'outside the east gate' etc. into parts of another area, instead of the town. Not going to happen, though, so just shut up, suck it up, and re-equip.
