Maybe you've not noticed, but the people in Thera that commit crimes aren't quite the same as the ones in Mayberry. In Grifith's fine little town in little old North Carolina, the criminals are jailed for making moonshine or getting drunk publicly. Barney carries around one bullet and never uses it...
So, what do you have in mind for the Arbiters to be like the cops in Mayberry? We're kind and toss slaughterers in jail for a few hours? Or maybe we should punish drunkeness with death (I can't believe a bard would ever say that *giggle*). Seriously now, we have to be tough on people. We can't be kindly gentlemen and gentlewomen who treat people with care after they break Laws foolishly.
Yeah, if Barney carried a wicked battleaxe, maybe people would think again before commiting crimes. The Arbiters try to teach a lesson with a death penalty, but that doesn't even slow people down.
