Pardon, but you brought the cabal politics into it in the first place and since Arbiters are a cabal, that institutes politices. Secondly -chose- to tag along is your way of sugarcoating the fact that you grouped them, accept their shields, hastes, etc. And never do I see or hear of arbiters asking BattleRagers or Sylvan to help them apprehend a criminal. I most often see the opposite.
