For most skills improvements are 'int'+'level difference' dependant:

Intellegence is a main stat for improvements (obviously).

I do not think age involved in improvement of skills but even if it does it do not play big role.

Higher rank :
I think something close to (opponent_level-your_level)/your_level is beeing part of the formula so that's why you improve more then fight vs tough opponent.
Indirectly your rank affects how long can you stand in fight (hps) so you can perform more. (Ever tried trying to perfect parry on rank 1? *kidding*)
There is bonus on improvements for newbies (under 10 rank) but I might be wrong. Also you improve better then you fight with player not mob.
Please note what certain skills (like parry,dodge, weapons) can only improve with succes (become better only) so you might consider this and different factors as well before choosing best opponent.


PS You would not improve on mobs what are unaffected by something you use/do or if you have 1% skill in your weapon or skill you are trying to improve.
