The xp penalty is added on to how much you need to level -at 1st level-. Now, since the amount you need to get your next level is based on that number, this difference becomes larger and larger over time. Big xp penalties (like storm paladins) mean ranking will take quite a bit longer. A human warrior will need about ~420k total or so to get to level 51. That storm paladin will need more than 650k.

The other effect is that PK ranges are based on experience earned, not level . So a storm paladin who is level 30 will often see human necromancers who are level 39 waiting to trash his sorry ass, since both probably have around 300,000xp. If you are new to the game, taking big xp penalties can make survival at the middle ranks more difficult. Of course, some very good race/class combos come with hearty xp penalties. (Storm paladin, Fire A-P, etc.) Your call.
