Or every other combat round? Because it already is every other combat round, which is a pretty hefty lag.

Every other hour is pretty excessive, I think, given the limitations of the song, largely that you can not target it. Which means, the Bard can't sit there spamming "sing cold polemachus," so you have a fairly good chance of hitting the bard (if you're prepared) before he can sleep you. Also, unless you are doing something to lag yourself badly, every other hour should be enough lag time to make flee/sleep/flee/sleep not the thing to do in some if not most circumstances.
