I meant a cabal that runs as a some Bike Clubs run. The Club I ride with is basically a bunch of independents who stick together. Yes I know one could always group and gather supporters I meant for a Cabal that offers powers but even though the members are called evil still they stick together and the leader is just one of them a little bit more powerful let's say but still equal. But anyway this is a suggestion that might help give a balance to all the others.
