I tend to think of it as a penalty for all the options available to you as where to rank, or who to rank with, making ranking easier for you. Evils and Goods both can only rank in half the places you can and each with only same aligned or neutral parties. As a neutral you can rank against good or evil mobs and group with good/neutral/evil people
