I'm not an Arbiter Lord or Elder or... Anything else. Just an Arbiter. About 20 levels before I joined the Arbiters I interacted with him. Believe me, he plays his part VERY well. Everything that was already stated was true. The man is pure evil (and very anti-elf.) I don't think the role could be played much better.
