First of all, yes you can hold mobs, but it doesn't do anything to them. Second of all, it works fairly often, but is pretty much dependent upon the saves your target has. If they're dressed smart, you won't be able to hold them before you're dead. If they're dressed dumb (or naked), you'll probably get them in 1 or 2 shots. Some races have a natural immunity to paralysis, though.
