To get into Empire, First speak with any citizen about the 20th rank or so
tell them you wish to take the bloodoath.
Once you have taken the oath, Seek out the
Dreadlord, I believe Montauk currently holds that position, maybe not, But find the Dreadlord and speak to him.
You dont have to send any notes, or anything, just speak to the Dreadlord, or the emperor himself.
