Well, in the old days when you could only assassinate and backstab people who were at perfect health, people used their damage spells on themself to prevent being assassinated/bs'ed. So they changed it so you lose 5%, when you do that. It doesn't really apply anymore, but I suppose they didn't find it important to change it back.
I can give you a piece of advice... when you practice spells, just don't type c 'wall of fire' 2., and you should be fine.
