Post a note to the Tower. You don't need to include your entire life story (I've seen some very long notes come through), just relevant information that will probably be gone over again in your interview.

Yes, only Manshoon can induct. But you have to have been interviewed by an adept or sometimes a hero of the Tower first before he will interview you.
