Hrmm...i agree that wanted people should eventually be brought down. I think it might be a good idea that the 'more wanted' a person gets, perhaps the harder an Arbiters special guard will hit them? Perhaps manacles will do nastier things to them? Perhaps you could equip em with the slay command as long as they promise not to abuse it? *cough*
