Well, I can see what you've done with the very defined rules of spelling, grammar, and punctuation. Maybe you have something there.
More to the point, a vague set of rules is exactly what causes the current set of problems. The word "secret" can be interpreted many ways, especially by those of us with little minds. Then, VIPs need to make judgement calls consistently, or we're back where we started.
I'd like to have a forum where people can discuss the game in a useful manner. This includes tactical advice, roleplaying tips for the Arkarags of the world, idea generation and criticism, farewell notes, and discussion of IC public events. The nice thing about the forum is that anything discussed is right here, out in the open. If there is a consensus about what can and cannot be discussed, so be it. (There is, by the way, a consensus that certain things cannot be discussed, and it works remarkably well.) Give people a nice list of verboten topics, and ban the ones that break the rules. Period.
Finally, people will take your advice more seriously when you contribute one damned useful post about anything, Thormie. If all you want to do is bitch at the less experienced players and mock their lack of expertise (do a Forum search, readers), do the public a favor and do it to whoever the hell wants the ICQ # you post on Gabe's page. (Which I assume you would -never- use for the transfer of game information....) Until then, if you enjoy sarcasm and condescension so much, I can get my hands dirty as needed. If you've got something a little more constructive to say, I am open to that as well.
