There are times when a skill seems to lock in at a certain percentage and not move for eons. (okay 60 hours) This particular character has a natural int of 25 and maxed wisdom. I believe I have used this skill approximately 600 times against mobs of all types in the last 60 hours.
The question: Normal? Or a bug?

Be more exect and somebody might help you. Noticable example of non_improving spell is shapeshift. One 18:43:56 4/8/2000 (0)
